Family Connections has been
a collaborative effort in Portage County from the beginning. The Mental Health Association
of Portage County started the Parent-to-Parent program
with a $20,000 grant from the Children’s Trust Fund in 1988. Our
first director was hired in 1990. Through a “special allocations
grant” in 1990 Parent to Parent expanded. A “Parent Mentor” program
was created and was fashioned after a successful
program in North Carolina. The Parent-to-Parent Program
provides
in-home visits and parent education in the form of “The Nurturing
Program." 
The Family Resource Center
started in 1995 with a $25,000 grant from Portage County and a
$25,000 matching grant from Saint Michael’s Hospital. Children’s
Service Society of Wisconsin (CSSW) was the lead agency. In a truly
collaborative manner, Family Resource Center combined with the
Mental Health Association and both were housed at the CSSW’s Family
Resource Center which was located in the YMCA. Satellite FRC opened
within a couple of years.
